Why NII apply to loose money?
They apply taking loan from their broker.
Now if interest is 12 %, they will have to pay 0.5% as interest. Since issue will be oversubscribed around 200 times in NII, allotment will be 0.5% of their appl. even if price double listing, they can only earn to repay interest.
