Why Retail portion is 35% and not 10%??

Understand it is permitted in case of FPO. Companies conducting an FPO are subject to fewer regulatory requirements compared to an IPO, but still need to comply with relevant securities laws. Hence, 35% for retail. Had it been IPO, retail quota would be 10%

Tata is the BRAND which has most value and coverage around the INDIA.
VI is the BRAND which has less network coverage around the INDIA.

I have doubt that this fpo would list around vi share price 12.40 or not? 1.4 gmp? If not then how will this shares be listed? Will they ( ipo shares and fpo shares) combine in future or not?

Yes both shares will combined and Market price of previous shares will be listing price on listing day.

There was sharp dip in share price in market post announcement of FPO. It may dip further to be close to issue price before the FPO closes. Let's wait and watch.

Why QIB 50% Here, it's a loss making company and hence usually allocation will be 75%, 15% and 10% respectively for QIB, NII and retail

If retail portion under subscribe and I have applied 13 lot with same pan than will i get 1 lot or 13 lot. (In this example assume QIN and HNI over subscribe)

'FPO' allotment rate v/s 'OFS' allotment rate
(this case study is specific to the HNI category only and not the Retail category)

I am a bit confused. In OFS, we have to bid through a broker on the stock exchange portal wherein, HNI has to bid a rate and if the cut-off rate is declared below our bid rate, we are allotted shares at our 'bid rate' and NOT at the cut-off rate.

Does FPO work the same way?

In this FPO, If I bid in HNI @ Rs. 11.00 and the cut-off is Rs. 10.00, at what rate will I be allotted shares? At Rs. 11.00 as in the case of OFS, or at Rs. 10.00?

As far as i know, when total subscription of an ipo is less than 1x, then shares are alloted at lower price band.
If I remember correctly there was an small.ipo Radiant cash management in 2022 which went undersubscribed, total subs around ~0.5x, here they were alloted at lower price.

I think, if one of the category is fully subscribed it will be considered on the higher band
