Whenz the allotment? What is the current gmp?

I wonder how does 313 IPO KHAN ,308 Jyant Jain claim that they have allotted this much,this much number of shares.Who are they to do so? Allotment of shares is made public on the stipulated dates.prior to this u can speculate but it should have some logic behind it.
All those who has applied in retail category will get around 10 to 14 percent of what they had applied for.

Issue price fixed at Rs. 66 with Rs 3 discount to retailers

As a thumb rule shares are alloted 2 weeks post issue close date. Since UBI issue closed on 25th Feb allotment is expected on 10th or 11th March.
