DVR shares was created to reducing voting rights. So there is no chance for DVR share holders to get share holder quota.

I wrote a mail to registrar and Tata Tech CS, and got confirmation that DVR shareholders will also be eligible to bid under TML Shareholder category.
Attached here is the screenshot of the response.

What it also means is that those who want to buy afresh can consider even lower investment by buying TML DVR instead of TML ordinary shares.

Please ensure to inform to those whom you might have advised the opposite.

Further, TML DVR is ultimately going to be swapped into ordinary shares in 7:10 ratio (probably next year). 7 TML shares for 10 DVRs. So there is an arbitrage opportunity there too. TML DVR has almost always traded cheaper than ordinary share considering the swap ratio. Plus DVR gets slightly higher dividend too.
