If the bank is profitable in the last three years, why is the retail quota offered at only 10 % of the issue? Shouldn't the quota be 35% for profitable organizations?
May be because of the internal management issues between the bank and the founding organization. Cases pending in the court regarding the ownership. AGM meetings happening under court order. Apart from this issue the bank is doing good and generating profits.

While a detailed answer has been given earlier. In short if a company's more than 50% networth is in cash equivalent asset then SEBI thinks such companies should have only 10% quota. Nothing to do with profit or issue size

At the issue price of Rs. 525 ( which is almost certain), the script is fully priced. There could be some nominal gain on listing and there are no chances for reasonable gain.
For all those concerned about the 10% retail allocation:
This is because of a clause in ICDR 2018, which says that Company may allocate 35% to retail if "it has net tangible assets of at least three crore rupees, calculated on a restated and consolidated basis, in each of the preceding three full years (of twelve months each), of which not more than fifty per cent. are held in monetary assets"
A disclosure to this effect is found on Pg 307 of RHP -> "Monetary assets of our Bank for Fiscals 2020, 2021 and 2022 comprise more than 50% of net tangible assets for Fiscals 2020, 2021 and 2022, calculated on a restated basis, and therefore, our Bank does not satisfy the eligibility requirements prescribed under Regulation 6(1) of the SEBI ICDR Regulations. The Offer is accordingly being undertaken under Regulation 6(2) of the SEBI ICDR Regulations. "
To further substantiate, this is the same reason Latent View Analytics had a 6(2) offering (10% allocation to retail), despite being very profitable. The monetary assets on the balance sheet comprised more than 50% of the net tangible assets.
It's more of an accounting treatment, and has no real reflection on the business.

SEBI should modify this 10℅ allocation rules and keep it to 25% and 35% with bit modifications like, if it is Undersubscribed than the remaining portion to be alloted to QIBs Or HNIs on lottery basis.
The reason behind this rule is quite simple,
1. Quite Years ago the primary market jugglers 🤹♂️ were many. At that time, the market was being played by big fishes and the retailers have to suffer a lot due to lack of information and lack of communication.
Now a days, that is not the case. With the ample of information and analysis available on the internet that is not the issue.
2. If SEBI wants to protect the retailers they may give extension in application of mandate/ASBA timeline i.e. based on the subscription figures of the QIBs and HNIs, retailers may take their call with some time limit extension.
3. Now a days, more and more good starups are coming in the primary market. They might not clock handsome amount of profit in the initial years but their business model is quite promising which is why everyone want to bet on their business.
But, SEBI is not doing that either. Instead of the same, they want to attract QIBs. This is not fair.
SEBI pls twist your rules in favour of Retailers.
