You wont get allotment at lower price band for fully/oversubscribed IPOs. You need to look at overall subscription not category level like Retail.

There will be a cutoff rate if it is oversubscribed or not,.Therefore apply with maximum bid price. If the cutoff rate is lower than your bid price, the difference will be refunded to you. So apply with maximum price and make sure you will be in the cutoff rate.
