@JOYS There are many factors that play role in deciding to subscribe to an IPO. While presence of anchors is a big plus, it is not that important a factor. One should primarily gauge objective of company to float IPO, growth prospects and some comparison with peers.
Ultimatately, its one own conviction that is most important.

Why can't one apply properly from same demat and bank accounts where PAN matches?

Depends on subscription levels. If it is oversubscribed, there is no use applying for more than 1 lot as in lottery 1 lot or multiple lots are assessed equally. Why block extra funds!

@Harsh Newguru It's a small🤏 issue where people👥 are more concerned about allotment🎲 than whether they apply or not. Although not a decent issue, it might give some gains💵 again because of the tiny🤏 size.
