What is NCD public issues?

Can anybody guide me?

NCD stands for non convertible debentures as opposed to convertible debentures. NCD can be secured or unsecured. But they are pure debt instruments as opposed convertible debentures which can be fully or partly converted in to shares of the company. NCD have to be compulsorily redeemed in cash as per terms of the offer .Where NCD are issued in Demat form TDS is not deducted. They are traded just like shares. High coupon NCD command good premium in a declining interest rate regime. Anything else you want to know? Actually you can always google such information!

You can also sell it in grey mkt just as the IPO

Very high profile anchor investors have invested in the issue. Hence it might be a good long term bet for risk takers.
