Something strange. Going by the information, it looks like less than 10% of the issue proceeds is going into the company with over 90% being shares offered by existing holders. The company is showing steady decline in revenues and profits. The issue proceeds are also vaguely mentioned as needed for operational requirements. Looks like the existing holders are cashing in their holdings - that too at such an enormous premium, while covering it with a naam-ke-vaaste capital issue.

You are right. The promoters want to encash market sentiments which are mindless bull high.
