i have applied 4application of my family of 225 shares of fully paid but sorry to say that in 2app i got 16 shares & in 2 app i got 17 shares can the registrar justfy me for this diccrepency or i should take up the matter with SEBI to do justies with the applicants

why so much of confusion is being made for the allotment of RPL shares on the karvy website? why all the data is being asked to fill in the blank form? i am really not able to understand.why not only application number is preferred? can somebody give the reply?
