i applied for 2170 shares in HNI category. but not alloted any. why?

You applied 14 lots but HNI oversubscribed 73.25 times . So if you want minimum one lot allotment you have to apply 73 lots(11325 shares)

Till the time u do not apply for the Lots equivalent to subscription figure in NII, u will not get firm allotment. Thus plan accordingly.
