As per December 2018 financials:
Networth = 2700 Crs & Debt = 620Crs

With IPO proceeds of 400Crs:
Networth = 3100 Crs & Debt = 520Crs
Therefore, Debt/Equity Ratio will be = 0.17:1.00

Hence, Post IPO Polycab will be as good as debt free
