if you applied 13 lots in 1 application than it is correct. In the case of over subscription, they try to allot to maximum applicants. 32 of 33 who applied got 1 lot, irrespective of lots applied.

if you applied 13 lots in 13 applications and still got 1 lot, it a case of luck, but it is still correct.

same for me as well, it seems a bit unfair that a person vying for a smaller share of the pie i.e. lets say applying for 5 lots would get all 5 lots just because he applied for lesser, whereas a person who is hoping for larger share and applying for max possible quota gets one lot. Why can''t they divide based on proportion ? i.e. 2/5 and 4/13
