This IPO has been due for a very long period. This is indeed a very good company and if one gets allotment he will be certainly luckier. All the companies must be made to announce their IPO opening date atleast fifteen days in advance so that investors can plan their investment accordingly. So most of the people would have put in their money in DQE, NMDC, etc. and they will not be left with any funds for Persistant Systems IPO.
