Why is that maximum are getting no allotment and few are getting two lots, this is not fair, how and whom can we complain? we must complain in majority so that some action is taken, pls guide.

Correct Lokesh Kochar. Same question I also have. People applying multiple applications & they are getting more than 1 lot allotment. Some ppl got 4+ lots. This is totally unfair. And we are not getting because lot of ppl applying too many applications.
