I applied 3 lots at upperband/cut-off price of Rs.421 - still not get any allotment. How is this? Doesnt applying at upper band price assure at least some allotment - even if only few numbers

I applied for this ipo in 6 different accounts of myfamily members but I did not receive a single lot. My cousins applied in 5 different application under 5 different pan cards but even they did not receive any shares. SEBI has scan the process as to how this allotment process works and whether people are just unlucky or there is something more to it.
