Finance Minister Nirmala Sitaraman, after addressing the FSDC meet, had said that the Govt. will go ahead with the LIC IPO despite high volatility in markets due to geopolitical developments. The Government will sell about 5% of the LIC for Rs 65,000 crore. "Any change in plans can impact the Government's finances."

NATO and Europe won't retaliate militarily( can't be 100% sure but i am fairly certain)
they will impose sanctions but this time Russia is better prepared
they should be able to soften the impact by using cryptocurrencies

I never buy PSU stocks. So it doesn't matter whether the stock is undervalued or overvalued?

Intention is not to taunt.
I never incurred loss in PSU stocks. These made good money for me. These will not go bankrupt as govt is major shareholder. All that matters is avg price and patience to wait. These are not typical buy and hold forever. I exit after 20 to 30 % upside.
Even in almost bankrupt Ifci, I made money on ncd bonds as this company owner is govt. And they keep bailing it every year.
It's not a advice for anyone, you need to do work to get it right.

Why no one is commenting about Gicre , i think it will be best use case relevant to this IPO . Issued at 900 then split into 1:1 effective price 450 now trading at 110 more then 75% wiped out in 3-4 year . I was new to stock market that time got the allotment and burnt my hand , leg in fact entire body . I see similar performance by New India Assurance.

I think LIC will meet similar fate . Low free floating share will take this to death like above companes .

If government wanted money they should only give share to Institutions and FII , i don't know technicality of this being feasible( like non listed company who sell share to investors ) but just expressing my view.
