So long as a govt employee is not dabbling regularly in stocks and it is a one off activity and mostly for long term investment and not speculation, it is fine whether he/she does in own name or through his huf.
Central govt rules prohibit active trading and speculation. Ofcourse if the amount of activity per day/transaction exceeds two months of pay, it needs to be reported immediately, and then annually if it exceeds six months of pay ( if I recall the rules correctly).
And ipo is just an application, and unless allotment comes and selling happens, there is no need to report.
So if 5-6 allotment do come in an year, it should be ok.
And if done through huf, with huf money, disclosures may or may not be regularly required. But pls do check the rules

Yes, up to 6 months basic salary is ok, but what about opening huf account? Is that legal?
