To My Knowledge Person,
IRFC has Filed ROC for Appointment of various Director
RoC approvals takes a lot of Time.
Therefore, issue is delayed.
Once Appointment is done, addendum is already Filed to SEBI.
Now, RBI Approval is Pending, after Which ROC will clear issue for OFS IPO than RHP will be Filed.
This Whole Process will take Minimum 15 days.

I personally Think Issue will take part in February
