NII category is subscribed 2.67 times.
I was wondering that I will get 19550/2.67 = 7322 shares.
Does it not get divided equally among applicants ??

Your calculation is right and you may get 12-13 lots.
It does not get equally divided among all applicants in NII. If it was true then why would anyone apply for retail. Everyone will just apply NII and get confirm allotment.

Why NII stayed away from this. Any market correction anticipated.

What is application wise subscription as of now ?

Received message from angel bidding time for retail has been extended till 7:30 pm.

One consequence could be, RIIs might cancel their applications during this extended window :)

I will hold until it crosses 29. Not sure if that happen on the listing day.

But budget day? If government allocation in railways , it might cross 28
For IRFC , budget is key trigger bcoz government has to provide funds for ongoing as well as new projects
So keep an eye on it
