GMP started around 4 but only sellers available as per my broker.

Ideally price band should have been 25-27, keeping something on plate for listing gains

While commenting on the valuation please look at the difference in their market cap also.Small caps generally used to trade at higher pe because their scope of growth is high.

Sir Valuation Aise nahi hota , ki choti company ko Jyada PE mile kyuki uska Growth Prospects jyada he .

High PE is commanded by Large Scale companies in a specific sector whose Growtg rate is above industry average
Like Havells trades much higher than smaller ones like KEI , V Guard
Or Ultratech than it's smaller Peers

Reason is Simple , Big companies have higher Credit Worthiness , Big Scale and Good Establishment and Low Tailwinds

I agree on your one part that smaller companies have higher growth but they have smaller base , Higher Volatality in performance etc

So When a Small Company ( In respect to larger listed peers , not saying that IREDA is a small company) comes to capital market
It must be priced relatively low than existing ones

Agar Aapka Logic Sahi hota to
ESAF ka PE 16 ka hona chahiye tha
Aur Valuation 7k cr Hona chahiye tha
