Why we dont get discount

U CO Bank ASBA blocked INR 11600.40 for 200 shares Application. More than 11600.00, only paise 40 more for what ?

I think 40 paise will go in swach bharat abhiyan.....ha ha ha....some cleaning required in this forum too......
