Reliance is ''Net'' Debt free which means it still has loans and other liabilities but also has ample cash & cash equivalents if need arises to repay them. Debt free means the company has no loans/borrowings.

It is possible. After record date one can buy and sell any number of times and tender shares as and when it opens from the balance in Dmat. But, it is normally seen that share price tends to fall after buy back record date as it looses its buy back benefit. This is true of shares whose price increased due to buy back announcement. Some time good tidings lift the share beyond buy back price as in NMDC. Also note that buy back in lesser known shares like Indian toner, Neelamalai agro and others tend to trap retail investors buying for buy back due to its less public holding and sometimes promoter groups selling in buy back and also before buy back !
