You are absolutely correct. Some people are wrongly advising that Rii and SHA total should be below 2 lacks.
One can apply in these categories separately below 2 lacks ie 169 shares each.

Retail - 3.5X (app. wise 2.25X) in this app wise means

Only those retail investors who is holding The HDFC shares less than Rs.2 lakh as on March 14, 2018 are eligible to apply in both retail category as well as in shareholders quota in which 24 lakh that means 1,84,615 lots are available and for this quota approx 2.26 (see March 31, 2018 shareholding pattern) lakh investors are eligible so if even 50% shareholders apply for it everyone will get 1 lot guaranteed and who apply 10-12 lot may get another lot in proportionately.

So, if you are eligible HDFC Shareholder then apply 12 lot in shareholder quota and 1 lot in retail category otherwise apply only 1 lot in retail category.

HDFC Bank & HDFC life shareholders are not eligible to apply in the shareholder quota.
