I think HNI applications once submitted to exchange can not be withdrawn and can only be revised to a higher no.
How did you withdraw ?

There is total confusion in Fusion Micro Finance. Retail portion is not going to subscribe fully but not going to make any impact on success of this issue. QIBs are there to make this subscribe fully.
In past a Micro Finance's IPO came and was successful also. I had applied and got allotment also. Made good money but made a mistake thereafter. Again purchased at lower rates and made a loss. It's about 10 years back and I don't remember the name. There is no such company in trading list now these days.
Here it's better to avoid this one. Save hard earned money. This issue needs to be avoided at all level.
