RESPONSE TO COAL INDIA IPO NOT SO ENCOURGING. RETAIL INVESTORS SHOULD ADOPT A CAUTIOUS APPROACH EVEN THOUGH COMPANY HAS STRONG FUNDAMENTALS.

all news said it subcribed .33 times and with head lines at 2 pm
it seems that the old rate was cancalled and new rate put so it reflected at 2pm .33 times
but at 3 pm revised rate it became .22 and now .28 times at 4 pm

At 2 Pm issue was sub 0.33(20 crores) but Now at 3 Pm sub. 0.23(14 crore)
whats wrong with this ?
