Whoever applied through upstox UPI their applications are not submitted to NSE, some technical error.

Don’t think so. CAMS will be listed on bse. But broker can process IPO application through nse also. Even nse portal has added cams in the dropdown for tracking applications.

I first applied from upstox but didn't received msg for upi mandate. Then applied from onlinesbi. Now after 4hrs I received mandate which I cancelled as I also applied through onlinesbi. So can any one answer my application with onlinesbi will be processed or rejected?

You should have cancelled the bid also from upstox. Otherwise your application is liable to be rejected.
