Can one apply under two different categories: RII ( 2lac ) and NOH/NII: Rs > 2lac?

No. Two applications cannot be made for same pan/demat. They will both be rejected irrespective of anything.

Dont apply another with same pan card. If you apply means then both application will be rejected.
