STBT is the reverse of BTST (Buy Today Sell Tomorrow).
None of the brokers in India offers STBT in the cash market as it's not permitted. You cannot sell shares if you don't have them in your demat account as brokers can't guarantee if those shares will be available in the market tomorrow to buy. If shares are not available tomorrow to buy, the broker will get panelized by the exchange for not to deliver the shares to the initial buyer.
Some brokers did this in the past but this was extremely risky. They used other customers' shares in their pool account for this.
Note:
You could always do STBT in Equity and Commodity F&O using call or put options. This is how most people do it. But it is only available in shares whose contracts are traded in derivatives.

No, an NRI is not allowed to do short-selling.
An NRI can trade only on a delivery basis i.e. first take delivery of the stock and then sell it off as and when desired. An NRI cannot place a sell order unless he has the security.
