Why photo is not affixed on my 17 years old daughter's PAN Card?

I had applied for PAN Card for my daughter who is 17 years old and when I received the PAN Card it is seen that the PAN Card is issued without photograph. Will you clarify that why photograph is not affixed?

This is as per the rule.

In a PAN Card for Minor the photographs of the minor won’t appear as there are several physical changes which develop in a minor over the course of time. In the space for photograph in the PAN Card, the word “Minor” would be stated.
